Compare this to Phyllis Adcock’s photo in her photo album (search on Adcock). In her photo it is clearly labeled “Elkridge High School.” (Phyllis’s album is another entry in this School Section of the Elkridge Knowledge Base.) This building is the old brown shingled school, now an apartment building on Old Washington Road. However, the photo below is labeled Elkridge Public School #1. This picture pre-dates Phyllis Adcock’s photo. Sometime around 1923, this school building served as the high school too, though the elementary school students continued to attend until the new Elkridge High School was build across the street.
There has been some dispute about whether this school (which is now an apartment building on Old Washington Rd) was the old high school or elementary school. It appears it was both. Across the street is (in 2023) the red brick International School, which was the new high school and then became Elkridge Elementary, so no wonder there is confusion.
